2004 Bond Board Update

·        A & E Consultants

 

A.     Weekly design team meetings are in progress at Bell, Ramey and R/O Relief Elementary Schools.  These are weekly standing meetings with Leadership representatives from each campus.

 

B.     TSC and TISD’s Facility Department are also meeting with district director level personnel to help establish district-wide standards for the prototype designs.

 

C.     These weekly meeting are expected to continue through the entire design process.

 

D.     On February 10th, design teams presented various design concepts in order to help identify the Board’s design preferences.  

 

 

·        Construction Manager

 

A.                 On January 24th, TSC held a Systems Coordination Meeting with all the design consultants, construction manager and TISD Facility Department representative.  The purpose of this meeting was to review the major building systems with the Owner.  The following building systems were discussed;

C.                 The results of this meeting provided the design team with TISD preferences for systems, materials, constructability and maintainability issues.

 

a.       This information will ultimately provide TISD with designs that deliver;

 

                                                                                                   i.      Mechanical-Electrical -Plumbing Systems that the District’s Maintenance Department has training, spare parts and experience to service.

                                                                                                 ii.      Exterior, Interior and Structural Systems that are the most cost effective construction process in terms of actual material cost, constructability, schedule and maintainability(life cycle cost).

 

b.      By achieving parity with commonality of wall finishes, doors, door hardware, floor finishes, restroom fixtures and equipment, throughout the district, TISD benefits include district-wide parity, lower spare part inventory requirements, greater volume purchasing power, and greater familiarity of systems and products with currently trained maintenance personnel.  All this translates into lower up-front construction cost, lower maintenance cost and lower life-cycle cost of the new schools.

 

c.       The construction manager is providing estimating, schedule impact data, and constructability support throughout the systems analysis process.

·        Technology

 

a.       In order to be eligible for technology funding from the E-Rating Discount Program at Bell, Ramey and Rice/Owens Relief Campus, the technology consultant has completed the following;

 

1.      Sealed Proposals were submitted to TISD on February 7th and publicly opened and read on February 8th. The technology consultant and The Staubach Company will assist TISD staff in the bid evaluation and service provider selection process.  A recommendation will be made for board approval on February 15th.

 

 

·        Real Estate

 

a.       Ramey Elementary School

1.      TISD has authorized a civil engineer to support TISD in a transaction of properties between TISD and The City of Tyler.  This transaction will provide a new elementary school site and will return property to the City of Tyler for new park space. The use of this space will be determined by City of Tyler & TISD officials after the demolition of the old Ramey Elementary School building.

2.      TISD staff representatives met with the City of Tyler Officials and obtained informal oral agreements from City Staff to support the land transaction.

3.      Boundary Surveys and Soil Sample Test Borings for the Geotechnical Report are in progress.

 

b.      Douglas Elementary School

1.      TISD has authorized a civil engineer to support the district in a transaction of sites at adjacent city property.  This transaction will provide a new elementary school site and will provide the city of Tyler new park space. The use of this space will be determined by City of Tyler & TISD officials at a later date.

2.      TISD Facilities Department has already obtained informal oral agreements from City Staff to support the transaction of property adjacent to Douglas Elementary School.

3.      Boundary Surveys and Soil Sample Test Borings for the Geotechnical Report are in progress. 

 

c.       Rice/Owens Relief Campus Site

1.      TSC is scheduled to have preliminary due diligence complete along with a recommended site for the board approval.  Once the site is approved by the board, TSC will proceed with submitting a contact with the owner of the approved site.

2.      Boundary Surveys and Soil Sample Test Borings for the Geotechnical Report are in progress.
