QUALIFICATIONS:

  1. Master’s Degree

  2. Texas Mid-Management or other appropriate Texas Administrative Certificate

  3. Valid Teacher Certification and endorsement for Bilingual and ESL with at least three years of successful teaching experience.

  4. Oral and written Spanish proficiency.

  5. Such alternatives to the above qualifications as the Board of Trustees may find appropriate and acceptable.

TERMS OF EMPLOYMENT:  Administrative/Professional; Pay Grade 5; 226 days Wage/Hours Status: Exempt


JOB GOALS:

  1. To ensure that every teacher has the skills and instructional strategies to facilitate differentiation and modification for LEP students and to coordinate the district’s Bilingual/ESL program. Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate Bilingual/ESL program.


MAJOR RESPONSIBILITIES AND DUTIES

1.

Direct instructional and curriculum services in Bilingual/ESL programs to meet students’ needs.

2.

Plan, implement, and evaluate Bilingual/ESL programs with teachers and principals, including learning objectives, instructional strategies, and assessment techniques.

3.

Apply research and data to improve the content, sequence, and outcomes of the teaching/learning process .

4.

Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis and based on the needs of LEP students.

5. 

Involve instructional staff in evaluating and selecting instructional materials to meet student learning needs; ensure the use of technology in the teaching-learning process.

6.

Obtain and evaluate findings (including student achievement data) to examine curriculum and instruction programs effectiveness.

7.

Systematically monitors District and campus program improvement activities based upon data and research to meet the needs of LEP students.

8.

Actively collaborates with curriculum and assessment departments to develop District  assessments

9.

Plans and implements identification procedures (assessment, placement, and evaluation tracking) for all limited English proficient students including special education, TAKS, PEIMS, achievement, oral proficiency, and other entry/exit level assessments.

10.

Actively supports the efforts of others to achieve district goals and objectives.

11.

Serves as liaison between district administrators and state and federal officials and advisor to district administrators in ensuring compliance and accountability issues for programs supervised.

12.

Supervises summer school development and implementation for LEP students.

13.

Assists teachers in planning the overall instructional program for LEP students, including learning objectives, instructional strategies, and assessment techniques.

14.

Encourages and supports the development and implementation of innovative instructional programs to achieve identified needs through observations and data analysis.

15.

Provides support to campus principals and staff in the planning and scheduling of instructional activities to maximize learning.

16.

Serves as consultant to the LPAC on special education ARD committee meetings for LEP students.

17.

Implement the policies established by federal and state law, State Board of Education rule, and local board policy.

18.

Oversees the maintenance of records and reports for the Bilingual/ESL programs and PEIMS filing.

19.

Demonstrates responsible fiscal control over assigned program budgets and federal/state grants.

20.

Analyzes facility and equipment needs for optimum teaching and learning; utilizes information to make necessary changes or adjustments.

21.

Evaluate all Bilingual/ESL Title III related legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district.

22.

Inform superintendent or other administration of the effects of current and impending legislation.

23.

Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for Bilingual/ESL, Title III and Pre-K funding of programs.

24.

Evaluate all requests for projects and programs requiring Bilingual/ESL, Title III and Pre-K money.

25.

Develop and coordinate a continuing evaluation of the Bilingual/ESL, Title III and Pre-K programs and implement changes based on the findings.

26.

Consult with administrators, counselors, teachers, community agencies, and other relevant individuals regarding Bilingual/ESL, Title III and Pre-K funding.

27.

Compile maintain, file, and present all reports, records, and other documents required.

28.

Conferences with assigned staff to discuss performance; jointly develops improvement objectives to identify professional growth opportunities.

29.

Participates as a resource person to campus principals, instructional consultants, counselors, and teachers to meet the specific individual needs of limited English proficient students and works to improve the course of studies related to these programs.

30.

Secures consultants, specialists, and other community resources for principals and  instructional staff to assist in attaining objectives.

31.

Assists with recruiting Bilingual/ESL teachers.

32.

Utilizes information provided through the District appraisal process to improve performance.

33.

Participates in professional development programs which lead to improved job performance.

34.

Performs duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for educators.

35.

Provides district-wide staff development sessions for meeting the needs of LEP students in all instructional settings.

36.

Involves students, parents, and others from the community in serving the Bilingual/ESL program as volunteers, advisors, and aides.

37.

Communicates district curriculum, instructional practices, accomplishments, goals, and new directions to parents and the community and solicits their input on these instructional issues.

38.

Demonstrates a commitment to the mission of the district as it is communicated to the public.

39.

Works with parental involvement, PAC, LPAC committees, and serves as a parent and community liaison for Bilingual/ESL programs.

40.

Performs other tasks and assumes such responsibilities as related to the position and assigned.

41. Oversees the PEIMS process as it relates to the department.

Mental Demands:  Ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions; maintain emotional control under stress.

Physical Demands/Environmental Factors:  Frequent district-wide and statewide travel; occasional prolonged and irregular hours.
