649 – FEDERAL PROGRAM DIRECTOR


REPORTS TO:  Executive Director of Curriculum & Instruction/Staff Development

QUALIFICATIONS:

  1. Master’s Degree; Supervision or Mid-Management Certificate
  2. Experience in working with low-income families
  3. Experience in working with Title I preferred
  4. Such alternatives to the above qualifications as the Board of Trustees may find appropriate

SUPERVISES:  Head Start Staff and Title I Staff  

JOB GOALS:  To coordinate the district’s Title I & Head Start programs.  Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate the Title I & Head Start programs. 


TERMS OF EMPLOYMENT: Administrative/Professional Pay Grade 5, 226 days Wage/Hour Status: Exempt


MAJOR RESPONSIBILITIES AND DUTIES

 

  1. Involves the Title I staff in evaluating and selecting instructional materials and scheduling of instructional activities that maximize learning.
  2. Assist in establishing the implementation of the TAKS objectives and ensure the tracking of student progress.
  3. Obtain and evaluate findings (including student achievement data) to examine curriculum and instructional program effectiveness.
  4. Evaluate the Title I grant entitlement and allocation opportunities relevant to the needs of the campus and the district.
  5. Provide effective staff development activities that incorporate the mission the district, program evaluation outcomes and input from teachers and others.
  6. Consult with administrators, counselors, teachers, community agencies and other relevant individuals regarding Title I funding and Head Start funding.
  7. Informs, interprets and recommends the effects of current and impending federal legislation and prepares testimony for the Board concerning pending federal legislation.
  8. Obtains information, data and application forms necessary to fulfill the requirements of the Title I application.
  9. Establishes standard practices and procedures for receiving and processing such requests.
  10. Conducts in-service education workshops in the writing of performance objectives, the drafting of project proposals, and the interpreting of specifications for Title I funding.
  11. Implement the policies established by federal and state law, State Board of Education rule and local board policy.
  12. Prepare and administer a budget for the department.
  13. Assumes final responsibility for the writing of all proposals and the filing of all applications for Title I.
  14. Evaluate all federal/state legislation, projects and programs related to Title I.
  15. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including required financial reports to TEA.
  16. Serve as the district Homeless Liaison in conjunction with the McKinney Vento Act.
  17. Works with Parent Involvement Council and helps to inform parents of programs offered the children attending Title I schools.
  18. Evaluate job performance of employees to ensure effectiveness.
  19. Conferences regularly with assigned staff to discuss performance; jointly develop improvement objectives to identify professional growth opportunities.
  20. Improves leadership skills through self-initiated professional development activities.
  21. Performs other tasks and assumes such responsibilities as related to the position as assigned.
  22. Secures consultants, specialists and other community resources for the Title I & Head Start staff to assist in obtaining their objectives.

  24. Annually establishes and meets performance goals.
  25. Oversees the PEIMS process as it relates to the department.
  26. Involves the Early Childhood Coordinator in establishing the Head Start curriculum ensuring its implementation, and measuring student results.
  27. Uses student achievement data to monitor the programs supervised.
  28. Ensures that health services, including medical, dental, nutritional, and mental are provided to children served in the Head Start program.
  29. Involves students, Head Start parents, and others from the community in serving the school’s program as volunteers, advisors, and assistants.
  30. Respond appropriately to situations that could impair the teaching/learning process or could threaten safety and the well being of students and staff.
  31. Evaluate all federal legislation, projects, and programs for the Title I and Head Start grants, entitlements, and allocation opportunities relevant to the needs of the district.
  32. Inform superintendent or other administration of the effects of current and impending legislation.
  33. Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs.
  34. Prepare and submit standard applications for federal funds to Texas Education Agency (TEA).
  35. Evaluate all requests for projects and programs requiring funding from supervised budgets.
  36. Develop and coordinate a continuing evaluation of the programs and implement changes based on the findings.
  37. Consult with administrators, counselors, teachers, community agencies, and other relevant individuals regarding programs.
  38. Solicit federal funds and participate in grant-writing activities to obtain funding for federal/special programs and services.
  39. Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines.
  40. Ensure that programs are cost effective and managed wisely.
  41. Involves the Head Start Policy Council in establishing program goals and the overall development of the Head Start program.
  42. Participates in the recruitment, selection, and training of Head Start personnel and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
  43. Delegates duties, responsibilities, and functions effectively.
  44. Develops training options and/or growth plans for staff as appropriate.
  45. Complies with applicable personnel policies, statues, and rules.
  46. Performs duties in a professional, ethical and responsible manner as defined in the TEA Code of Ethics for Educators.

Mental Demands:  Reading, ability to communicate effectively (verbal and written); maintain emotional control under stress; coordinate district-wide functions.
