793B - Records and Certification Officer, Human Resources


QUALIFICATIONS:        

  1. High school diploma or GED;

  2. Thirty sem. hours of college credit with some business orientation or equivalent business school training; or successful demonstration of seven areas of competency, including keyboarding, computer proficiency, transcription, filing
    procedures, office records, management and business writing, or three years
    general clerical/secretarial experience;

  3. Computation, organizational and communication skills

JOB GOALS:                 

  1. Maintains accurate, up-to-date employee records, including licenses

  2. Maintains M/T job descriptions and evaluations.

  3. Process service records for current and former employees

  4. Facilitate M/T employment process.

  5. Processes and distributes Personnel Handbook and Directory


TERMS OF EMPLOYMENT:  Noncontractual (At-will); Clerical/Technical   Paygrade 6 Estimated 228 days;   estimated 8 hours daily; wage/hour:  nonexempt


MAJOR RESPONSIBILITIES AND DUTIES
 

1.

Initial transmittals to verify credentials on new and transferring manual trades employees.

2.

Type transfer, reassign, employment resignation, and retirement letters for Manual Trade employees.

3.

Sign up new manual trades employees; inform the new employees of records needed for their files;   
follow-up with the employees until files are complete.

4.

Input data on new employees in related screens on AS400.

5.

Prepare and maintain manual trade employee service records.  Print and mail records for former
employees when requested.

6.

List manual trades job vacancies with the Texas Workforce Commission.  Prepares posting and distributes vacancy notices to job sites.

7.

Receive recommendations to hire from job-site managers and implement transmittal process.

8.

Advise and instruct supervisors regarding the process of listing jobs with TWC.

9.

Acts as a liaison between TWC and TISD in manual trades personnel matters; maintains a positive and efficient working relationship with TWC.

10.

Collect data on all manual trades employees; code and enter on computer.

11.

Work with the district’s PEIMS coordinator and Region VII regarding field edit errors; correct errors.

12.

Assist in the distribution of administrative, clerical/technical, and teacher appraisal instruments.

13.

Collect, record, and file the manual trades appraisal instruments.  Verify instruments for completion,   notify administrators about incomplete appraisal files.

14.

Assist in preparing, proofing,  and distributing contracts to professional employees,  when requested.

15.

Assist in the process of microfilming former employee personnel files.

   16.

Verify employment of personnel.

17.

Answer telephone, maintain a helpful, positive manner in responding to people.

18.

Annually update, print, and distribute personnel handbook and directory; maintains current work-site postings.

19.

Assist in processing purchase and graphic orders, when requested.

20.

Assist in filing absent from duty reports.

21.

Respond to unemployment claims in a timely manner.

22.

File written appeals for unfavorable unemployment decisions in a timely manner.

23.

Maintain computer and hard copy files of unemployment claims.

24.

Notifies Executive Director when tasks are complete.  Demonstrates willingness to assist in other areas of the Human Resources Department.

25.

Limits personal telephone calls during the business day.

26.

Complies with directions and instructions from supervisor and performs other tasks and assumes such responsibilities as may be assigned.

27.

Maintains positive and cooperative working relationships with colleagues and others in the conduct of district business; demonstrates teamwork in daily activities.

28.

Is prompt, timely, and thorough in completing assignments and attending to details accurately and efficiently.

29.

Is regular in attendance and complies with notification procedure for absences.

 30.

Provides complete and accurate information in the conduct of district  business.

31.

Maintains confidentiality in the conduct of district business.

32.

Complies with district policies, as well as state and federal laws and  regulations.

33.

Adheres to the district’s safety policies and procedures.

34.

Participates in staff development training programs to improve job performance.

35.

Participates in meetings and special events as assigned.

36.

Prepare and maintain criminal history records on professional, clerical/technical manual trades and volunteer staff.

Maintain badgemaker system

Orders supplies for badge system
39. Maintain and file sick bank, sick leave and sick pool records on manual trades employees.
40. Assist in online application process as needed.
41. Update Region VII job posting website on a regular basis.
42. Notify all new employees in district of their new user ids and passwords used to access the online directory.
43. Create, maintain, and deliver retiree directors to retiree committee.
44. Assist in keeping time clock records in the Kronos timekeeper system for manual trades employees.
45. Notify SBEC of applicants and/or professional employees who have criminal histories within 17 days of receiving this information from the state of Texas.
46. Notify volunteer applicants by letter if they are ineligible to volunteer due to criminal history.
47. Print badges for volunteers.
48. Maintain corrective action files on all manual trades employees.

 

EQUIPMENT USED:   

                Uses computer, typewriter, printer, fax, calculator, and copier. 

WORKING CONDITIONS:

Mental  Demands:  Reading; ability to perform basic arithmetic; ability to communicate effectively (verbal and written); maintain emotional control under stress. 

Physical Demands/Environmental Factors:  Repetitive hand motions; prolonged use of computer.  Frequent lifting of heavy boxes.  Works with frequent interruptions.
